What is the committee's purpose? Since 1986, Massachusetts special education law (Chapter 71B of the Mass. General Laws) requires all public school districts to maintain a Special Education Parent Advisory Council (SEPAC). The SEPAC is comprised of parents and guardians of children who receive special education services from Hingham Public Schools (HPS). All parents/guardians of children receiving special education services through HPS are eligible voting members of the Hingham SEPAC.
